The following information is intended to explain some common procedures as a result of the new Zoning Regulations in Morrill County. A copy of the Zoning Regulations is available in the County Clerk's office.

Building Permits

  • Building permit applications are now available in the County Clerk's office. Only non-farm development/construction requires a building permit. For example, a country home built on 10 to 20 acres would require a permit, but a barn, calving shed etc., would not require a permit.
  • There is no cost or fee for submitting or issuing a building permit.
  • All items on the permit should be completed by the property owner except the permit No. (located in the upper left corner) and the approvals. If there are any questions, please contact the Zoning Administrator, Dale Frickey at 262-1570.
  • Permits should be filled out by the property owner and returned to the County Clerk's office. When a permit is returned, the Zoning Administrator will review the application. Based on the compliance with the County Zoning Regulations, the Zoning Administrator will approve or deny the permit.
  • The County Zoning Administrator will only check Zoning Compliance-no building code inspections will be conducted. The Zoning Administrator will check set backs and land use compliance only.
  • Copies of the Building Permit application and building permit (if issued) will be filed in the County Clerk's office with a copy submitted to the Assessor's office.

Conditional Uses -are those land uses that are allowed, but only if permission is granted by the County Commissioners after recommendation from the Planning Commission. These uses generally apply to Commercial, Industrial, Feeding uses in addition to certain signage and billboard conditions. Due to the nature of the procedures involved with issuing a conditional use permit, any inquiries on those uses should be referred directly to the Zoning Administrator.

Complaints - citizens having a concern or complaint about their neighbor, a project near their home, etc. contact the Zoning Administrator to see if a violation of the Zoning Regulations may be involved (which may not always be the case).
